Its the difference between "True North" and "Plant North"
It is common to have two coordinate systems for property layouts whenever buildings or equipment cannot be arranged in true north-south, east-west alignments.
The buildings and equipment are aligned in some manner convenient for the property and Plant North with local plant coordinates are used in place of the True North and UTM (Universal Transverse Mercator) coordinates. Offset coordinates and a rotation angle are calculated to use whenever a conversion is required to move back and forth between local and UTM coordinates.
