Large Tolerance Seals

I have an application where I need to seal between a steel superstructure and a concrete base.  The seal would be required to retain 8 bar water pressure.

Here is the problem.  The width of the gap that needs sealed ranges from 25mm to 150mm (1" to 6") due to a large variation in level across the concrete.  Grouts, epoxy resin etc are not feasible due to other constraints (the application is subsea).

Any suggestions?

Would grout filled flat jacks work?

Please elaborate, I have not come across the term 'Flat Jacks' before?

Flat jacks are flat round bags that can be inserted into a narrow space and then pumped up with hydraulic fluid for temporary or grout for permanent installation.  Here is a link that illustrates them:
