I will emigrate to TX, and I have been a Certificated Cost Engineer of CHINA(civil enginnering), anyone could tell me if I wanna do the same work as china in TX, I need get the similar certificate there?
other question:finding job(CE) is easy to me with 17 years experience there?

What kind of work will you be looking for? Are you an estimator? I don't know about the TX market, but you will need good language skills anywhere. While your English is lightyears ahead of my Chinese, you still want to improve your English grammar.

Becoming a professional engineer (licensed, or "certificate" as you put it) will be very difficult with a Chinese undergraduate - or graduate - degree. The easiest way would be to get a masters degree in the US. Finding a job that recognizes your experience will be very difficult without a PE.

We call those estimators in America, and you will have to work for a contractor most likely. Don't be down on yourself about being a foreigner. People see foreigners as being good with numbers, so you can get a good job as an estimator I'm sure as long as you pick a big city in TX with good growth.
If you desire a more designer oriented atmosphere, than you may do well in a large company. Also, there are many minority -owned firms in this business. They tend to get a lot of the government projects, so I'm sure you'll find a job.

I just moved to TX in Oct 07. You should have no problem finding work in the big 2: Houston metro (my area) or Dallas/Ft. Worth metroplex. I agree with the statement regarding the MEng beeing a boon to a career here... I'm working on mine right now. There are several options available through the University of Texas, Texas A&M, etc. not to mention the few ABET accredited online programs. I also agree with the social sentiment: few people in the larger cities have any notable problems with foreign professionals. 字串3
