Difference Between ASME 31.3 & API 14E

Could someone please tell me the main technical difference between ASME 31.3 & API 14E from piping fabrication & installation point of view.

The reason for asking: I have a piping fabrication & installation specification written as per 31.3. Can I use it even if client's intention is API 14E?
